aha! There's the cincher!

well technically, the original situation was different, but because the question was so open-ended, that answer works perfectly too!

Originally, there were 4 people trapped in a sinking submarine, unable to leave, and in danger of dying from lack of oxygen. There were also 3 scuba suits hanging off of hooks so 3 of them could escape, but one would have to die. So they drew cards, and the one with the lowest card stayed in the submarine and died, while the other 3 escaped to freedom.

but you got the gist of the situation and the proper usage of the hooks, so that's correct! Your turn razor! ^^
