Suggestion forum sytem change.

So some suggestions that are accepted need to be discussed further. (e.g. the mew sound suggestion) But we always lock accepted suggestion topics. And after that we need a new topic to discuss about the suggestion. That will make our forum a bit unorganised so..

After this all accepted suggestions that need to be discussed will stay open. The threads may be moved to more suitable categories. But if it's general, it'll remain here.
And if the suggestion doesn't need further discussion, it'll be locked.
